Canada’s carbon rebate program (CCRP) is designed to help small businesses manage the financial impact of the federal carbon pricing system, which aims to reduce greenhouse gas emissions. By providing rebates to offset the increased costs of fuel and energy, the government is helping businesses stay competitive while striving to contribute to environmental goals.
How Does Canada’s Carbon Rebate Work?
Small and medium incorporated businesses in provinces where the federal fuel charge applies may be eligible for a one-time rebate based on their 2019 employee count. Payments are issued by the CRA and reflect carbon pricing costs from 2019 to 2025.
You can still qualify if:
- You filed your 2023 tax return by December 31, 2024, or
- You file your 2024 tax return by July 15, 2025, to receive the final payment for the 2024–25 fuel charge year
Note: Alberta businesses are only eligible from 2020 onward, as the province joined the federal program a year later.
Is the Carbon Rebate Taxable?
As of June 30, 2025, the federal government confirmed that the rebate is non-taxable for all applicable years (2019–2025). This change will be legislated in fall 2025.
If your business previously reported the rebate as taxable income, the CRA will allow amended T2 returns and issue refunds for overpaid tax once legislation is passed. This applies retroactively and includes businesses that filed their 2023 tax returns between July 16 and December 31, 2024.
What to Expect Going Forward
With the elimination of the federal fuel charge as of April 1, 2025, 2024–25 is the final fuel charge year for which rebates will be issued. The government also confirmed it will not proceed with previously proposed changes to expand the program (such as including cooperatives, introducing a minimum rebate threshold, or phasing in a reduction for larger businesses).
Although the CCRB ends this year, other funding opportunities may be available to support energy-efficient upgrades and sustainability improvements.
